New bill seeks to control people by controlling land and water

"Just wait until they (the federal governmen t) get around to controlling non-point source water pollution." Prof. Ali Cambel, George Washington University, speaking to a graduate class on Water Resource Management in 1975.
And it's about controlling 'non-point source' pollution, essentially, anything that doesn't come out of a pipe--agriculture, forestry, and mining practices, recreational use, and virtually any type of development. In other words, pretty much any human activity of consequence. So, as Dr. Cambel warned over 30 years ago, they're 'getting around to it.'
Rep. Oberstar (and I presume Sen. Feingold) intends to reintroduce their bills again. This is what the legislation proposes as an amendment to the 1972 Federal Water Pollution Control Act:
* Changes 'navigable' waters to 'all' waters, which include: wetlands, intermittent streams, mudflats, sandflats, sloughs, prairie potholes, wet meadows, playa lakes, and natural ponds.
* Includes all 'activities' affecting these waters
